Hyderabad: BRS MLC Dr. Sravan Dasoju has appealed to the Telangana State Information Commission, alleging that the State Government is deliberately withholding SEEEPC Survey and caste census data critical to the proposed BC reservation framework.
SEEEPC Survey data disclosure demanded under RTI Act
Dr. Dasoju emphasized that Sections 19(8), 4(1)(b), and 4(2) of the RTI Act impose a constitutional obligation on governments to proactively disclose policy-formulating data. He stated that expert committee reports and survey methodologies are not ancillary documents but the sole empirical basis for reservation legislation.
He further warned that denial of access prevents informed public participation and weakens constitutional accountability. Referring to Supreme Court rulings, he reiterated that policy decisions cannot precede transparency.
Calling for mandatory digital publication in machine-readable formats, Dr. Dasoju sought strict timelines and compliance reporting, asserting that social justice initiatives lose credibility when founded on secrecy.
