Viksit Bharat possible only through self-reliance, says Prof Ramesh Arora at MANUU seminar

Hyderabad: Viksit Bharat could be achieved only through self-reliance, said noted public administration expert Prof Ramesh Arora while addressing a national seminar at Maulana Azad National Urdu University on Tuesday.

Delivering the keynote address at the inaugural session of the two-day national seminar on “Social Policies and Public Administration in India: Vision 2047,” Prof Arora said self-reliance was the foundation of self-respect. Referring to the ideas of Maulana Abul Kalam Azad, he stressed that every social policy must be supported by a strong administrative action plan, failing which even well-designed policies would collapse at the implementation stage.

He observed that India framed some of the world’s best social policies but often struggled with effective execution due to the absence of clear administrative planning. Without actionable governance frameworks, he said, policies failed to reach the intended beneficiaries.

Vice-Chancellor Prof Syed Ainul Hasan, in his presidential address, said MANUU was working with a strong sense of responsibility towards Vision 2047, with special focus on students from marginalised sections, particularly those who speak Urdu or pursue education through the Urdu medium.

Former Andhra Pradesh Social Welfare Minister Kondru Pushpalila attended the event as chief guest and underlined the need for stronger coordination among politicians, bureaucrats, academics, practitioners, and theorists to ensure the success of social policies. She also urged researchers to undertake comparative studies at the state and national levels.

MANUU seminar links social policy success to Vision 2047 goals

Dean of the School of Arts and Social Sciences Prof P. H. Mohammed said public administration must reach the last person in society, adding that the success of any social policy depended on how effectively it addressed the needs of marginalised communities.

Seminar convener and head of the Department of Public Administration Prof Syed Najiullah said the success of social policies would pave the way for Vision 2047. He noted that public administration played a crucial role both in policy formulation and implementation, and the seminar aimed to define responsibilities in these areas.

During the inaugural session, the Vice-Chancellor released a special issue of the “Bihar Journal of Public Administration,” featuring selected research papers presented at last year’s international conference on Sustainable Development Goals organised by the department. He also released the department’s annual publication, “Public Administration Newsletter.”

Assistant Professor Dr Ahmed Raza proposed a vote of thanks, while Associate Professor Dr Jeevan Kumar C, coordinator of the seminar, conducted the proceedings. The event was organised by the Department of Public Administration, MANUU.
