Congress Vows 10% Telangana Muslim Reservation to Uphold Social Justice

Hyderabad: Senior Congress leader Mohammed Ali Shabbir said on Friday that Chief Minister A. Revanth Reddy was determined to raise the Muslim quota in Telangana from 4 per cent to 10 per cent. He called it part of the Congress party’s mission to ensure social justice and inclusive development.

Reservation plan backed by caste survey findings

Speaking after Friday prayers in Erragadda during the Jubilee Hills by-election campaign, Shabbir Ali said the Congress model of empowerment was guided by fairness and data. He explained that the caste survey showed more than 10 per cent of Telangana’s Muslims belong to the BC-E category and still face economic and educational hardships.

Continuing the Congress legacy

Recalling earlier efforts, Shabbir Ali said the Congress government had introduced a 4 per cent Muslim quota in 2004–05, improving the lives of nearly 20 lakh poor families. “Chief Minister Revanth Reddy now wants to continue that legacy,” he said. “Every disadvantaged Muslim family deserves fair access to education, employment, and welfare schemes.”

He added that both the 42 per cent BC quota and the proposed 10 per cent Muslim quota aim to correct historical injustice. “These are not political gestures,” he said. “They are steps toward fair representation based on clear data and constitutional values.”

Door-to-door campaign in Jubilee Hills

During the campaign, Shabbir Ali and Government Whip A. Srinivas conducted door-to-door visits across several divisions in Erragadda. They urged residents to support Congress candidate Naveen Yadav and, meanwhile, highlighted government welfare measures and transparent recruitment. Minority communities, he added, welcomed the Congress government’s focus on housing, education, and social equality.

Strengthening trust through inclusion

Shabbir Ali said the Revanth Reddy government had rebuilt public confidence by ensuring minority participation in governance and decision-making. Moreover, he pointed out that qualified minority professionals now hold senior roles in legal and administrative departments, showing the government’s commitment to inclusive growth.

Criticism of previous BRS rule

He accused the previous BRS regime of betraying its promise of 12 per cent Muslim reservation. “In reality, it gave barely 3 per cent,” he said. Furthermore, he alleged that the BRS government reduced welfare budgets and ignored minority institutions such as Telangana Minorities Residential Schools.

A call for equality and dignity

Concluding his address, Shabbir Ali appealed to voters to support the Congress in the Jubilee Hills by-election. “This election is about equality and dignity,” he said. “With people’s trust, the Congress government will make the 10 per cent Muslim quota a reality through data, justice, and fairness.”
