Hyderabad: Telangana government advisor Mohammed Ali Shabbir on Monday said a Telangana hate speech law was essential to counter growing misuse of religion and provocative language in public discourse.
Praising Chief Minister A. Revanth Reddy’s announcement, he said the proposed legislation would safeguard constitutional values while preserving communal harmony across the State.
Telangana hate speech law to deter incitement and unrest
Shabbir Ali said freedom of expression, guaranteed under Article 19(1)(a), must be exercised responsibly. He pointed out that Article 19(2) allows restrictions to protect public order, morality, and national integrity.
He stressed that hate-driven speech targeting specific communities had become a serious concern. According to him, a legal deterrent was necessary to prevent unrest and protect social cohesion.
Highlighting constitutional safeguards for religious freedom, Shabbir Ali said insulting religious beliefs undermines Articles 25 to 28. He added that the proposed law would also reinforce citizens’ fundamental duty under Article 51A to promote harmony.
The advisor noted that Telangana had already acted administratively against hate incidents. However, he said legislation would provide stronger legal clarity. Referring to earlier statements by the Chief Minister, he said the law would be inspired by models from Karnataka but tailored for Telangana.
Responding to criticism, Shabbir Ali said fears of misuse should be addressed through safeguards rather than opposition. He added that the law would reassure minorities and strengthen confidence in democratic and inclusive governance.
