Hyderabad: In a major ruling, Telangana RERA fined Jubilee Hills Cooperative House Building Society ₹18.5 lakh for promoting its Phase-4 project without registration.
A complaint by Dr. K. Jyothi Prasad Kosaraju triggered the case. Allegations included advance collections of ₹5 lakh, compulsory memberships, and promotions without RERA or HMDA approval.

RERA rejected the society’s claim that a High Court case blocked action. The regulator stressed that suo motu powers allowed independent enforcement.
It directed the society to stop promotions until registration. The penalty must be paid within 30 days. Further penalties under Section 63 will apply if directions are ignored.
