Hyderabad: The Bharat Rashtra Samithi (BRS) has appealed to the Election Commission of India to ensure a free and fair Jubilee Hills by-election, alleging that the Congress party is planning large-scale irregularities and misusing official machinery ahead of polling on November 11.
BRS MLC Dr. Dasoju Sravan said on Saturday that the party had submitted a detailed memorandum to the Election Commission, outlining alleged violations of the Model Code of Conduct and misuse of police machinery. He warned that the actions of the ruling Congress posed a threat to democratic integrity.

Dr. Sravan, accompanied by BRS General Secretary R.S. Praveen Kumar and former MLA J. Jeevan Reddy, said that police and task force officials were acting in collusion with Congress leaders in the Jubilee Hills constituency. He claimed that BRS workers were being detained and harassed, creating fear among campaign teams. Such actions, he said, undermined the fairness of the election process.
He also criticised large public events held on Chief Minister A. Revanth Reddy’s birthday in Erragadda, where the Congress reportedly distributed sarees and hosted feasts for voters. Describing these activities as open violations of the poll code, Dr. Sravan questioned the Election Commission’s silence on the issue.
According to the BRS, Congress leaders were bringing in bogus voters from nearby areas and housing them in function halls across Shaikpet, Rahmathnagar, Yousufguda, Erragadda, and Borabanda. The party alleged that fake voter ID cards were being printed and distributed to facilitate rigging on polling day. Local police officials, it said, were helping Congress agents execute this plan.
Dr. Sravan identified several areas in Shaikpet, including Gulshan Colony, Diamond Hills, Veerat Nagar, and Kohesar Colony, as “sensitive zones”. Nearly all polling booths in Rahmathnagar, Borabanda, and Yousufguda were also classified as “extremely sensitive”.
The BRS memorandum urged the Election Commission to immediately deploy Central Armed Police Forces (CAPF) in these areas and seize fake voter ID cards. It demanded that Congress and AIMIM leaders be prohibited from entering Jubilee Hills after November 9 to prevent further manipulation. The party also called for CCTV cameras, live webcasting in all polling stations, and the appointment of women police personnel to verify voter identity.
Dr. Sravan further alleged that AIMIM leaders were cooperating with Congress ministers in the operation. He named AIMIM MLA Kausar Moinuddin, MLC Rahmath Baig, and Congress ministers Jupally Krishna Rao and Ponguleti Srinivas Reddy among those allegedly coordinating voter manipulation efforts.
Calling the situation “a serious threat to democracy,” Dr. Sravan said the BRS expected the Election Commission to uphold its constitutional duty under Article 324 by ensuring that the Jubilee Hills by-election is conducted impartially. He said immediate action was essential to restore public confidence in the electoral process.
